In 2014, Mr. Luc worked as a security guard on the construction site of bid package no. A3 which Chinese Jiangsu Province Traffic Work Company is the main contractor.
Seeing many violations during the construction process, Mr. Luc photographed them and sent the pictures together with a letter of denunciation to authorized agencies.
According to his denunciation, careless construction cracked the sewer at Km103+984 but construction units just used substandard soil and stone and roots to cover the road face in the area.
From his denunciation, press agencies took part in unveiling the false construction by the Jiangsu contractor. Afterwards, authorized agencies investigated and pointed out a slew of violations during the construction process.
The total value of the bid package approximated VND1,360 billion (US$58.32 million) from the World Bank’s loan.
