Police said they have collected more evidence that Bui Tien Dung, former general director of Project Management Unit 18 (PMU18), had offered bribes to avoid prosecution in the recent major corruption scandal at the road building agency of the Ministry of Transport.

Police investigators said Nguyen Dinh Toan, a police lieutenant-colonel in Ha Noi’s Dong Da District, had taken money from a man named Nguyen Mau Thon. After Bui Tien Dung was arrested in January 2006, the police officer brought more than US$9,000 to police investigators and provided police with some related details.
Police investigators have evidence that the money belonged to Bui Tien Dung.
In related news, police have summoned Mr. Khuc Manh Hai, Planning Manager of Civil Engineering Corp. 1 (Cienco 1), and Ms. Vu Thi Thuy, a PMU18 official. Police have asked Mr. Vu Bay, deputy chief of the Quality Appraisal Bureau of the Ministry of Transport, to assist police with their investigation.
PMU18 was the project owner of the Bai Chay Bridge project in the northern province of Quang Ninh, and Cienco 1 took part in building the bridge. PMU18 required Cienco 1 to buy three deluxe cars to give former deputy minister Nguyen Viet Tien, but he did not take them. Bui Tien Dung used one of the cars.
The purchase of the cars wasted VND3.7 billion of State funds. Police are probing claims that the three cars were used as bribes.
Besides, police are suspicious that Tien and his nephew Nguyen Ngoc Long, PMU18 deputy general director, have offered bribes to avoid prosecution against Tien and Dung.
In another development, a Ministry of Public Security source said Major General Cao Ngoc Oanh, deputy chief of the Police General Department, asked his superiors to let him clear his name, which was allegedly linked to Ton Anh Dung, one of the main leads to the suspected conspiracy to pervert the cause of justice to help Bui Tien Dung.
