HCMC reviews 18 month implementation of smart city project

Secretary of HCMC Party Committee Nguyen Thien Nhan, head of the steering board for the smart city project in the phase of 2017-2022 with vision till 2025, attended a conference to preliminarily review and estimate 18 month implementation of the project on June 22.

The conference was also attended by chairman of the city People’s Committee Nguyen Thanh Phong and standing deputy secretary of the city Party Committee Tran Luu Quang.

Stating at the conference, Mr. Nguyen Thien Nhan said that HCMC approved the smart city project sooner than other provinces and cities in the country.

The city has determined that management renewal in association with information technology application is a feasible solution to develop the city. Smart city development has faced lots of difficulties because that is a new matter to the city.

Estimating implementation of the project for the last past, he said that HCMC has concretized the project while finding ways to organize implementation. Hence, the review conference is very important to estimate works that have been done in the last past and continue determining major works in need of being carried out in the upcoming time.

Naming some agencies and districts well carying out the project such as the Department of Transport, the Department of Health, the Department of Education and Training, the people’s committees of District 1 and District 12; Mr. Nhan said that they should share experience and lessons and specify difficulties and propose solutions to clear them.

The Party Secretary said that he had looked over websites of some agencies. Of them, the website of the Education and Training Department has many good columns including “Private tuition”. Still the column is empty inside having no information so it should be updated with necessary information to serve residents.

Smart city project comprises five parts: electronic government, common database, forecast and simulation center, management center and information safety center. Agencies and districts should specify works that have been done and report difficulties or works that have not been done, the Party Secretary emphasized.
He suggested building a financial mechanism on the project’s implementation as well as the city’s support role to agencies and districts.

The city Party Leader required agencies and districts to estimate obtained results, forecast the possibility of getting their set targets at the end of this year. Aside from that, they must figure out, quantify specific works and targets for the end of 2019, June 2020 and the end of 2020.

He advised relevant sides not to carry out the project while setting up targets because that way of doing was just suitable in the first phase of the project’s implementation. In the upcoming time, he proposed not to do so unless it will be unclear about the time to complete the project.

Talking about selecting partners to implement the project, he noted that there should be consultancy about the way to choose consultant firms, through bid invitation or designation. Besides there should have a mechanism to use Vietnamese consultant firms so that the city can grasp science and technologies used for performing the project.

According to reports at the conference, after 18 months of implementation, the smart city project has got some important initial results.

Specifically, the city has built an integrated and shared database, integrated some important databases including electronic documents, electronic one-stop shop, complaints and denouncements, business registration, foreign investment and medical practice certification into the common database at Quang Trung Software City.

The city has successfully piloted the open database portal at http://data.hochiminhcity.gov.vn to provide information on health clinics, certificates for medical practice, education establishments and services, foreign investment and pubic investment projects to serve residents and businesses.

About building the management center for the smart city project, the city has piloted data connection and integration from over 1,000 cameras of the Transport Department and the people’s committees of District 1, 12, Phu Nhuan and Go Vap and from the system receiving and handling urban technical infrastructure problems and electronic one stop shop.

HCMC has also completed some specific works to build the socioeconomic forecast and simulation center and establish the information safety center of the project.
