Vietnam plans to attract 1,500 scientists and holders of master's degrees working abroad or in international units to lecture in local educational institutions as per a project approved by the Prime Minister.

According to the project to improve lecturers’ capacity in colleges and universities for reform in the educational field for the phase 2019-2030, 10 percent of college and university lecturers will hold MA degree for better teaching quality in schools.
Seven percent of them will be trained in oversea univeristies whereas three percent will be trained in local facilities in partnership with an international educational facility.
Moreover, around 1,500 scientists and holders of master's degrees working abroad or in international units to lecture in local educational institutions will be invited to deliver lecture in educational institutions.
The project aims to attract MA lecturers in the field of art and sport. The government will pay more for those who have published articles on prestigious journals.
